I don’t know if there is any data measurement about noise in Paris vs. NY but from my experience and what I can read in the papers (see article below) noise is higher in NY, especially because of cabs honking noise reverberated by skyscrapers.
“Meanwhile, both the noise in New York, and New Yorkers’ intolerance of it, seem to have increased. According to a poll of community leaders conducted by Baruch College's eTownPanel and released in July by the nonprofit Citizens for NYC, street noise is seen as the biggest infringement on the quality of life in New York City, rising from number three on last year's poll. And noise is the number one complaint phoned into the 311 hotline.[…] By many measures, noise has become New Yorkers’ biggest concern. “

I would agree with you that some scooter riders in Paris should be fined for having tweaked their mufflers. Read http://www.notre-planete.info/ecologie/devdurable/eco_exterieur.php

They should be fined by driving like shit and parking and riding on the sidewalks.
Scooter drivers and the new velib riders in Paris are totaly unrespectable by any road and civic code.
Shame on them.
Legend has it that "ugg" is short for "ugly" - so, "ugg boots" apparently meant "ugly boots." For decades, "ugg" was generic term used for sheepskin boots made in Australia. The word was so commonplace that it was found in Australian dictionaries, and ugg boots were also known as "ug" or "ugh" boots. But in the United States, when people refer to "UGG boots," they're usually talking about the boots made by Deckers Outdoor Corporation, the parent company of "UGG Australia."So if you're traveling the world and talking about footwear, it's good to know that when the term "ugg boot" is used, it could be referring to an Australian-made sheepskin boot, or a popular brand name boot.
